Thonet Associates' Five Step Approach to Environmental
Planning and Engineering Design for Land Development Projects
•STEP ONE
KNOW YOUR SITE'S ENVIRONMENTAL CONTRAINTS
AND LIMITATIONS
Preliminary Environmental Site Evaluation
- Initial site visits and screen potential sites
- Identify general locations of environmentally constrained areas, such
as wetlands and flood plains
- Identify potential areas of environmental concern (Phase I Evaluation)
Detailed Evaluation of Environmental Conditions Affecting Site Development
- Prepare topographic mapping and slope analysis
- Prepare flood hazard area and floodway delineation
- Prepare wetlands delineation
- Identify existing drainage patterns and determine stormwater runoff rates
and volumes
- Determine existing surface water quality classifications and existing
stormwater runoff, non-point source pollutant characteristics
- Determine existing soils and geologic character
- Identify existing vegetation and wildlife habitats
- Identify existing man-made features
- Identify existing utilities
- Identify existing historical or archaeological resources
- Identify special areas of ecological or aesthetic value
Regulatory Review
- Determine the development implications of state, federal, and local environmental
rules, regulations, and policies
- Determine the development implications of local zoning and land development
rules
•STEP TWO
PLAN YOUR PROJECT RECOGNIZING ITS ENVIRONMENTAL CONSTRAINTS AND
LIMITATIONS
Preparation of Concept Plans Based on Environmental Regulations,
Environmental Conditions, State Environmental Regulations, Local Land Development
Regulations and Zoning
- Subdivisions
- Site Plans
- Coordination with local planning officials and with state and federal
regulatory agencies
•STEP THREE
DESIGN
Environmental Design Elements
- Stormwater management systems, including detention basin design
- Flood plain management, including site grading in accordance with state's
flood hazard area regulations
- Open space and landscape plans
- Soil erosion and sediment control plans
Preparation of Preliminary and Final Plans
- Represent design team as licensed professional planner and licensed professional
engineer
- Preparation of environmental impact statement
- Preparation of project planning reports
•STEP FOUR
PERMITS AND APPROVALS
Environmental/Land Use Permits and Approvals
- Local approvals
- State and federal environmental approvals
•STEP FIVE
CONSTRUCTION
- Supervision of environmentally related construction Elements
- Soil erosion and sediment control measures
- Detention basin/siltation basins
